Filipino President Ferdinand Marcos Jr has proclaimed a state of emergency - the threshold of which involves significant loss of life, major damage to property, and disruption to means of livelihoods and everyday existence for local inhabitants.
The weather system, called in the region Tino, tore through the heavily populated island of Cebu, inundating whole settlements and washing automobiles along avenues.
Many thousands of people had to be relocated, others are resting in emergency shelters.
