The United Kingdom and France Will Dispatch Forces to Ukraine if a Peace Agreement is Finalized

Placeholder Diplomatic Meeting

The UK and France have signed a statement of purpose concerning the positioning of troops in the nation if a peace deal be struck with Moscow, the Prime Minister of Britain, Sir Keir Starmer, has declared.

After talks with allied nations in Paris, he said that the allies would "set up military hubs in various parts of Ukraine and construct fortified structures for arms and military equipment" to deter any subsequent invasion.

The partner countries also proposed that the US would assume leadership in monitoring a ceasefire.

Russia has on multiple occasions warned that any external forces in Ukraine would be considered a "acceptable aim", but has not yet responded on this latest announcement.

Background and Ongoing Hostilities

Russian President Vladimir Putin began a full-scale invasion of Ukraine in February 2022, and Russia presently controls about 20% of the country's land.

"This represents an essential component of our vow to be alongside Ukraine for the foreseeable future," stated the UK Prime Minister.

Heads of state and high-ranking officials from the "Partner Group" took part in the Paris negotiations.

Addressing reporters at a combined announcement, the Prime Minister further said: "It establishes the framework for the operational parameters under which allied and coalition forces could function on Ukraine's territory, protecting Ukraine's air and maritime domains, and regenerating Ukraine's armed forces for the years ahead."

The British leader added that Britain would take part in any US-led monitoring of a prospective cessation of hostilities.

Defense Assurances and Diplomatic Positions

Top American diplomat Steve Witkoff said that "long-term security guarantees and robust prosperity commitments are vital to a enduring ceasefire" in Ukraine – alluding to a major condition made by Ukraine.

He said the coalition had "mostly completed" their work on establishing such pledges "in order that the citizens of Ukraine know that when this war ends, it ends permanently."

Donald Trump's son-in-law, ex-President Donald Trump's special envoy, also took part in the negotiations.

Meanwhile, President Macron Emmanuel Macron said that Ukraine's supporters had made "significant advances" at the meeting.

He said that "robust" security guarantees for the Ukrainian government had been agreed in the event of a possible ceasefire.

Ukrainian President Volodymyr Zelensky stated that a "major development" had been made in the negotiations, but qualified that he would only consider efforts to be "enough" if they culminated in the conclusion of the conflict.

Last week, the Ukrainian leader said a settlement was "largely prepared". Finalizing the outstanding 10% would "shape the fate of the agreement, the destiny of Ukraine and Europe".

Outstanding Matters

  • Territory and security guarantees have been at the center of unresolved issues for diplomats.
  • The Russian President has consistently stated that Ukraine's forces must pull back from the entirety of Ukraine's eastern Donbas region or Russia will take control, dismissing any concession over how to finish the war.
  • Zelensky has so far ruled out ceding any territory, but has floated the idea that Ukraine could pull back its troops to an mutually accepted point – but only if Russia reciprocates.

Moscow presently controls approximately 75% of the Donetsk oblast and around 99% of the neighbouring Luhansk. The areas form the industrial region of the Donbas.

The earlier US-led multi-point framework that was extensively reported to the media last year was seen by Ukraine and its European allies as being heavily skewed in Russia's direction.

This sparked weeks of focused discussions – with Ukraine, the US and European leaders trying to adjust the draft.

Last month, Kyiv sent the US an new framework – as well as additional documents detailing potential security guarantees and provisions for Ukraine's recovery, the President stated.
